Forty minutes west of Stockton, a big, quiet reservoir sits just off the drive between California's Central Valley and the Bay Area. Clifton Court Forebay looks like a natural lake, but it was built between 1967 and 1969 as a holding tank for Sacramento-San Joaquin Delta water bound for the California Aqueduct. Recreation wasn't the plan — yet within a couple of years, state wildlife officials had opened it up for limited hunting and fishing, and it's been a low-key local escape ever since.
For anglers, the appeal is simple: shoreline fishing for striped bass and bluegill, with no entry fee. Anyone 16 or older needs a valid California sport fishing license, and fishing is restricted to the bank — no boats here. Amenities are essentially nonexistent (one visitor noted there are no restrooms), but that's part of the draw. Not an angler? The reservoir still works as an easy outdoor stop. A paved levee road traces most of the water; it runs roughly 16 miles and isn't a full loop, so you can walk or cycle as much of it as you like. The surrounding delta wetlands make it a genuine birdwatching spot — resident bald eagles hunt overhead, gulls work the water, and one lucky visitor watched an otter catching fish. Getting there is straightforward: from Stockton, take State Route 4 to Byron Highway. It also slots neatly into a longer Bay Area road trip — the route west passes Livermore's vineyards and rolling hills, and from the forebay you can carry on into San Francisco for the classic sights on foot.
Come prepared, though. There's little to no shade along the levee, so bring plenty of water and sun protection, and pack a windproof layer — gusts rip across this open delta country. Stockton itself makes a handy base, with its own lake park for fishing and paddling if you want more time on the water.
