A new two-storey shopping centre is on the way for Dubai's Hind City, after Awqaf Dubai (the emirate's Endowment and Minors' Trust Foundation) announced the project in partnership with Voco Investments. The Dhs73 million development will sit on a 90,400-square-foot plot and house 40 retail outlets across two floors, with completion targeted within two years of the October 2026 announcement.

Here's the interesting part: this isn't a profit-driven retail play in the usual sense. The mall is structured as an endowment project, meaning the money it generates will be channelled into supporting mosque affairs across Dubai. It's a model Dubai has used before, where commercial developments fund charitable and community work, so shoppers will effectively be contributing to the emirate's endowment programmes just by browsing the shops.

Don't get too excited about a tenant list just yet. Awqaf Dubai and Voco Investments haven't revealed which shops, restaurants or cafes will move in, with those details expected to trickle out closer to opening. What's clear is the positioning: this is a community mall, aimed at serving daily needs for people living in and around Hind City rather than competing with the city's mega-malls.

It's also part of a much bigger pipeline. Dubai's retail scene has a stack of projects in progress: Ghaf Woods Mall will offer a forest-inspired shopping environment phased through to 2031, Dubai Square is planned for Dubai Creek Harbour, and Sobha Hartland Community Mall is expected to open in 2026. On top of that, Mall of the Emirates — home of the indoor ski slope — is undergoing a major refurbishment that will add 100 new stores plus more dining and entertainment space by 2027.

For travellers, the Hind City mall itself is more of a local's story than a holiday highlight, at least initially. But it's a useful signal about where Dubai is growing: new residential districts are getting their own retail hubs, which means fewer reasons to trek to the big malls for everything. If you're the kind of visitor who likes exploring beyond Downtown and the Marina, these community centres often have a more relaxed, local feel — and a couple of years from now, Hind City will have one on its doorstep.

The more traveller-relevant openings in the pipeline are the Mall of the Emirates expansion and the forest-themed Ghaf Woods Mall, both of which are designed as destination experiences rather than just convenience shopping.
