Not everyone dreams of retiring to a Florida condo. If your ideal retirement involves snowy peaks on the horizon, room to spread out, and national parks on your doorstep, western South Dakota is quietly making a case for itself. Pennington County — home to Rapid City, Mount Rushmore and a big chunk of Badlands National Park — pairs genuinely low living costs with some of the most dramatic scenery between the Rockies and the East Coast.
The county stretches from the Badlands' striped eroded hills to the pine-covered Black Hills, with roughly 117,000 residents. That means you can pick a secluded mountain cabin with long views, a ranch property with rolling acres, or a home in Rapid City where town conveniences come with a Black Hills backdrop. Either way, prairie roads and mountain horizons become part of the daily routine.
The outdoor menu is the real selling point. Badlands National Park runs through Pennington and two neighbouring counties, with the Pinnacles Entrance near the small town of Wall giving easy access to the Loop Road scenic drive on Highway 240. Near Keystone sits Mount Rushmore National Memorial — walk the 0.6-mile Presidential Trail and catch the evening lighting ceremony in summer. West of the Badlands, Black Hills National Forest covers 1.2 million acres with more than 450 miles of hiking trails, plus boating, water skiing and fishing at Sheridan Lake and Pactola Reservoir. The forest also claims Black Elk Peak, the highest point in the US east of the Rockies — easiest reached via trails in underrated Custer State Park, about 45 minutes from Mount Rushmore. Wind Cave National Park, Jewel Cave National Monument and Devils Tower are all within a few hours' drive.
Money-wise, the numbers work. U.S. News & World Report ranks South Dakota the eighth most affordable state, and Retirement Living puts it 16th for retirement affordability in 2026. Pennington County costs more than the rest of the state, but median rents and home prices still sit below national averages. The catch is healthcare: Consumer Affairs named South Dakota the second most expensive state for medical care in 2025. Rapid City has a hospital and medical centres, though some residents point to Sioux Falls for wider care options.
Socially, it's a retiree-friendly spot — over 20% of the county's population is 65 or older. Hill Center hosts monthly meals, games and exercise sessions, Rapid City's Minneluzahan Senior Citizens Center runs weekday crafts, board games and fitness classes, and the Black Hills Center for Aging focuses on social activities for adults with cognitive or physical disabilities.
Practicalities: you'll want a car (or a motorcycle, if the nearby Sturgis Rally is part of the appeal), since public transport is thin outside walkable parts of Rapid City. Summers feel properly warm, with July and August highs in the mid-70s to upper 80s Fahrenheit. Winters are serious business — daytime temps in the 30s and 5 to 15 inches of snowfall on average. But if you'd take a mountain overlook over an ocean wave, Pennington County is a low-cost base with adventure built in.
