Landing in a new city and having no idea what a taxi will cost is one of travel's small anxieties. Lisbon has just removed it. Turismo de Lisboa (ATL) has launched a voucher system at Humberto Delgado Airport that fixes your fare before you even get in the cab, with prices starting at €16.
Here's how it works. Destinations within the city are split into two zones. On weekdays between 7:00 am and 10:00 pm, a ride to Zone 1 costs €16 and Zone 2 costs €19, covering up to four passengers plus luggage. Nights (10:00 pm to 7:00 am), weekends and Portuguese public holidays push the fares to €20 and €23. Travelling in a bigger group? Vehicles with capacity for more than four passengers run €20 to €28 depending on zone and timing. The price on the voucher is the final price — no meters, no surprises, no "tourist route" detours.
Zone 1 covers the eastern and northern neighbourhoods, including Parque das Nações, Olivais, Alvalade, Marvila and Lumiar. Zone 2 takes in much of what visitors actually want: the historic centre (Santa Maria Maior, Santo António, São Vicente), Belém, Alcântara, Estrela, Campo de Ourique and Benfica. So a ride from the airport to the Baixa or Alfama area falls into Zone 2 — €19 on a weekday day, €23 at night or on weekends.
Vouchers are sold at the Ask Me Lisboa Tourism Desk in the airport arrivals area, open daily from 7:00 am to 10:00 pm. If you land outside those hours, you'll be back to regular metered taxis or ride apps, so night arrivals may want to plan accordingly.
ATL's director-general António Valle framed it as a trust-building move — clearer rules for drivers, predictable costs for passengers, and a smoother first impression of the city. That last point matters more than it sounds: Lisbon's airport sits close to the city centre, and a transparent €16-€23 transfer is competitive with the metro-plus-walk combination once you factor in luggage and tired legs.
For travellers, this is genuinely useful. The flat fares are per vehicle, not per person, so a family of four pays the same €16-€19 as a solo traveller — which can undercut the metro entirely. It also sidesteps the classic airport-taxi uncertainty in a city where older taxis aren't always equipped with card machines. If your accommodation is in the city proper, buying a voucher at the desk is about as friction-free as arrivals get. Worth noting it only covers destinations within Lisbon municipality — if you're heading to Sintra, Cascais or the Costa da Caparica, you'll still be on standard fares.
